The incident took place in Salihli, a town in Manisa Province in western Turkey, on 8th August.
Footage begins with the passenger already sitting on the vehicle's sunroof as the car moves along a busy road.
As the vehicle continues through traffic, she dances on the roof while turning towards the car behind, which is filming the scene.
The woman is seen performing a twerk dance while hanging out of the moving vehicle, with local reports stating she was also consuming alcohol during the incident.
The video was recorded by members of the public and quickly spread across social media, drawing widespread criticism and prompting an official investigation.
Authorities later identified the passenger by her initials, O.K.
Police also traced the vehicle involved, a car bearing the Turkish registration plate 64 EU 340.
An investigation was launched by the Salihli Chief Public Prosecutor's Office on suspicion of committing 'indecent acts'.
A statement from the prosecutor's office said: "In Manisa Province's Salihli district, on 8th August 2026, an investigation was launched for indecent acts because the female passenger in the vehicle climbed onto the sunroof and engaged in indecent behaviour."
"The woman and the driver were detained as part of the investigation."
The driver was identified by his initials M.E.C., a 20-year-old man.
Authorities said both suspects were detained after their identities were established.
M.E.C. also faced legal proceedings for allegedly endangering traffic safety by allowing the passenger to carry out the stunt while the car was moving.
In addition, he was issued with an administrative traffic fine of TRY 4,500 (GBP 69).
The footage sparked a wave of angry reactions online.
One social media user wrote: "Everyone's life is put in danger by this, including her own. This woman needs to be locked up, and honestly, the things she was doing were completely disrespectful."
Another commented: "Let people like this face real consequences so they don't bring disaster onto anyone else on the road. The state needs to hand out a severe punishment to this clown."
A further commenter said: "Immorality has become a trend, ignorance is treated like civilisation, and being a show-off is seen as moving up in the world. This is the state of society today."
The legal process against both suspects was continuing at the time of reporting.
